The purpose of the Institute is to conduct scientific research and scientific-technical developments in the field of law to ensure the competitiveness of domestic production, sustainable development, national security of Ukraine, and to assist governmental entities in policy-making — primarily in the field of law.

Over the years, the Institute has become a powerful center uniting many leading administrative law scholars who regularly participate in the Institute’s scientific events, including the certification of candidates for higher qualifications — Candidates of Legal Sciences and Doctors of Philosophy in the field of law.

Heraldic Sign-Emblem of the Scientific Institute of Public Law
A circle containing a heraldic shield of purple colour with golden scales of the goddess of justice Themis placed in its field, on the diagonals of which are two golden torches, symbols of the light of knowledge.
Above all, a golden book-codex with a heraldic rosette on its binding. In the black chief of the shield are three silver foliants with seven clasps. On the first and third are the black letters "Alpha" and "Omega", on the central one the Latin inscription "IUS PUBLICUM" — public law. Around the heraldic shield is the name of the organisation in Ukrainian and English.
The Circle in which the heraldic sign-emblem is inscribed is a symbol of perfection, as well as an embodiment of the phrase “research into the range of issues related to public law”.
The Shield is a mandatory element of any coat of arms. Its colour is related to the fact that constitutional law is part of the sphere of public law. The colour of the symbolism of the Constitutional Court of Ukraine is purple (dark red), the same colour as the robes of the judges of the Constitutional Court.
Ancient culture, from which the European tradition of law originates, considered the goddess of justice and jurisprudence Themis (in the Roman version — Justitia) endowed with several attributes, namely: a blindfold over her eyes for impartiality, scales in her hands for “weighing” guilt, and a sword for punishment in the case of proven guilt of the convicted.

The Torch, in symbolism, is often used as a personification of the light of truth and knowledge, which is characteristic of the symbolism of science and research.
A Book of the familiar form is called a “codex” — a bound volume, but at the same time a codex is a code of laws.
The book symbolises the oldest written legal document of the flourishing period of Rus-Ukraine — the “Ruska Pravda” (Rus Justice), which represents the connection with the mighty Rus state during the reign of Yaroslav the Wise, during whose time the first legal document was formed on the lands of Ukraine. The binding is decorated with a heraldic rosette of a specific form.
It is the oldest and longest-used symbol of the Kyivan state and Rus princes. It was first documented on a pendant from the time of Prince Sviatoslav around 965 AD. Subsequently, in the form of a stylised rose or star, it was used in all major dynastic branches of the Rus princely family and in the coats of arms of princely families of the late Middle Ages and early Modern period. It was similarly used during the reign of Grand Prince Yaroslav Volodymyrovych “the Wise”, with whom the “Ruska Pravda” is associated.
The open Foliants at the top are a symbol of science. There are seven clasps on the books, because researchers of heraldry believe that “seven clasps on a book symbolise the seven fundamental subjects” of medieval education:
- Grammar;
- Rhetoric;
- Dialectics;
- Arithmetic;
- Geometry;
- Astronomy;
- Music.
On the foliants are placed the Greek letters “Alpha” and “Omega”. These are the names of letters of the Greek alphabet: alpha — the first, omega — the last. The expressions “Alpha and Omega” are interpreted as the beginning and the end, wholeness, essence, and the encompassing of something.
The Black (diamond) colour of the chief of the shield is heraldically called “diamond”. Among the virtues for which the diamond heraldic colour is responsible are restraint, education, and discretion.
